Tyrone Smith, who attended the Brownsville Borough Council meeting Tuesday, was charged with manufacturing of a controlled substance with the intent to deliver in 1998. Those charges were later dismissed. He pleaded no contest to a misdemeanor count of possession of a controlled substance in connection with the same case.
