Stories of Strength: How Blueprints Transforms Lives in Washington County and Beyond

For youth in the foster system, the transition into adulthood and independence can bring unique challenges, especially for those without a solid support system. As a nonprofit, Blueprints actively supports older youth to obtain the opportunities and skills necessary to transition successfully into adulthood.

Blueprints was founded in 1965 and serves thousands of people across Washington and Greene Counties, as well as parts of West Virginia, in all stages of life. Formerly known as Community Action Southwest, the “change agency” is dedicated to helping individuals and families overcome obstacles and build stronger futures. Blueprints provides a wide range of support, including early childhood education, nutrition and infant care through WIC, foster care and adoption support, career and financial guidance, housing stability and homeownership assistance, help for justice-involved individuals and services promoting healthy aging.

One of the essential programs within Blueprints is the Independent Living Program, which serves teens and young adults up to 23. The program supports participants as they prepare for independent adulthood, from teaching practical skills like laundry and cooking to budgeting, college campus tours and career guidance. The program helps each individual create and implement a plan to live independently with confidence.

There are plenty of numbers and statistics that prove that Blueprints is affecting lives and outcomes in our area, but the real impact lies in the stories of the individuals they serve. The names in these testimonials have been changed to protect confidentiality.

Joyce, Grandmother and Kinship Caretaker

Joyce adopted her grandson through foster care. Tony has been a part of Blueprints since he was 14. He was recently accepted into Penn Commercial’s HVAC Program and began his higher education.

“The Independent Living Program and caseworker were invaluable to us over the past 5 years. My grandson was provided with special incentives for attendance and grades, which kept him motivated and helped build his savings account! He was provided a laptop after graduation and was helped to get a suit for prom (which was tailored). Most importantly, his secondary education was fully funded through special grants. The caseworker helped us to complete all the applications and was there to answer all of our questions, so we knew what to expect. I wouldn’t have been able to afford this without their support.”

She further shared her grandson’s accomplishments and the support provided by the Independent Living Program.

“As an older adult, I was apprehensive about teaching driving skills to a teenager. I had mentioned this to the caseworker and was immediately set up with a local driving school. All costs were paid in full. On a happy note — my grandson passed his driver’s exam on his first attempt. Talk about a confidence booster!

“I wholeheartedly recommend this program, not only for the financial support, but also for the assistance in navigating the foster care process and beyond.”

Marcus, Independent and Thriving

Marcus transitioned out of a foster home and into his own apartment over the spring and has been thriving. The Independent Living Program assisted him along the way, from apartment tours and applications to deposits and move-in, and now provides ongoing support and guidance as he continues to navigate his independence.

“The program has been super helpful. Because of them, I have done a lot more than I thought I would, especially over the past year and a half. I really thought I was going to be homeless.”

The caseworkers helped Marcus to recognize his own potential and remain motivated. He is now proud to share that he has saved for and purchased his own vehicle, paid off a credit card and continues to work full-time toward his financial goals.

Marcus shared about his bond and experiences with Independent Living caseworkers, stating that the relationship and kinship they provide have been an incredible support to him.

“It’s not as lonely in my apartment, having someone visit me every week. It helps with my mental health.”

Aliyah, Supported in Motherhood

Aliyah shared that the Independent Living Program has been invaluable, especially with finding housing while pregnant. Blueprints caseworkers helped Aliyah to tour apartments and provided her with financial assistance to pay her security deposit and purchase household items. Having these major financial barriers removed eased her mind and allowed her to focus on being a new mom. This initial support enabled her to budget current and ongoing expenses sustainably. Since moving in, Independent Living has provided a constant connection, linking her to resources like WIC and Genesis, continuing to build her knowledge around parenting skills.

Additionally, she was honored to be celebrated at the annual 2025 Blueprints Independent Living Senior Banquet as a graduating senior. She and 20 other young adults were acknowledged for their accomplishments: educational successes, employment opportunities and other special milestones.

“It was really special to be a part of something like that.”

Grace, Excited for the Future

Grace tearfully recounted the ways she has felt supported through the Independent Living Program, having gained more than life skills and resources. She explained that caseworkers listen and are encouraging to youth. They take time with youth and are understanding and non-judgmental.

“My caseworker has taught me so much about life. I am so grateful for her.”

With support and guidance from her caseworker, Grace was able to resume therapy, find a job she enjoys and explore school options. Now that she is aging out of the Independent Living Program, she feels she is on a better path and is confident about her future.

“At first, it is scary, but once you connect with a caseworker, they will become your safe space. The community they provide is a safe space.”

Ceontanesha Knox, IL Caseworker of the Year (2025)

Blueprints Independent Living Caseworker, Ceontanesha Knox, was selected as the first-ever recipient of the Independent Living Worker of the Year Award. She was nominated by youth who have received services and support from the Blueprints Independent Living Program. The award recognized the positive impact she had on the lives of older youth in Washington County. Youth highlighted her willingness to go above and beyond for them.
